Biden Moves To Iowa

As Chris Cilizza reports, Joe Biden is staking his entire campaign on a strong performance in Iowa. He has moved almost his entire national staff into Iowa in hopes of a strong performance in the caucuses. Biden seems to hope that this increased focus, combined with support from many Iowa legislators (including his recent endorsement by Iowa House Speaker Pro Tem Polly Bukta). His strategy, as reported by Marc Ambinder seems solid, based on having surrogates hit smaller towns with a particular focus on the blue collar Democratic counties along the Mississippi River. However, there is one inherent flaw. Ambinder notes that Biden has “nine field offices and 23 full-time staffers” which is puny compared to the number of staffers and field offices that Obama, Edwards and Clinton have. In fact, even Chris Dodd has 59 full-time staffers on the ground in Iowa right now.

Not only does Biden have very few staffers, they aren’t very experienced either. According to this roster of Biden field staff. Six out of his 14 field staffers (all of whom are titled Regional Field Directors) have never worked on a campaign before. And of those who have worked on a campaign, most have worked on campaigns for Chicago alderman or Colorado Board of Education, not for major statewide or federal offices. The ground game is crucial in the Iowa Caucuses and with the limited field program that he has, Biden is in trouble. Unless Biden is able to fully tap into the organizations of the legislators to endorse him, he will not do well in Iowa and get one of the proverbial “three tickets out of Iowa” that go to the top three finishers in the caucuses. Unless things change, Biden’s hoped for third place finish will be just like Joe Lieberman’s “third place finish” when he went all out in New Hampshire in 2004. A third place finish that actually means he finished fifth.

Candidates Take Varying Approaches to Hiring Staff in Iowa

After the Edwards campaign released its list of “senior Iowa staff” the other day, I thought it might be prudent to discuss how each campaign’s staff is shaping up. Their differing approaches are interesting, at least, and they could make a difference by the time the caucuses come around next January.

First up, the Obama campaign has been doing quite a bit of hiring over the last month. All of their key positions (regional field director, state field director, state director, and deputy state director) are filled, and they are hiring on new field organizers every week. Some have compared Obama’s staff to Howard Dean’s from four years ago, because it seems to include an unusual number of ideologically motivated young people, many of whom have never worked a caucus before. Their typical field organizer offer, which is the lowest of the candidates reviewed here, is $2,000 per month. Because Senator Obama is so magnetic, they are having no trouble filling positions, but the low salary may not be enough to entice experienced operatives.

Next, the Edwards campaign has staffed all or most of its key positions as well, and has begun hiring field organizers. In contrast to Obama’s staff, most of Edwards’s staff so far have Iowa political experience, and many have also worked with state director Jennifer O’Malley or state field director Jackie Lee before. General impressions from folks seem to be that the Edwards staff has things together, that their hiring process is quicker and perhaps more organized than Obama’s, and that they already have a more specific plan in place. Their typical field organizer offer seems to be $2,500 per month.

And finally, Hillary Clinton’s campaign has been a bit slower to announce their hiring decisions here, but those whom they have hired have impressive resumes. Staffers who may not have significant Iowa experience but who have significant experience elsewhere are taking positions on the Clinton campaign that are well below where the staffers might be in most campaign hierarchies. Clinton is paying field organizers about $2,750 per month — the most of any candidate — although from what we know here, many positions have not been filled.

Beyond these “big three” campaigns, none of the others have hired (or begun to hire) a full staff here. Dodd, Richardson, and Biden all have a few folks on the ground here, but not enough to get a general impression yet.

How the staffing differences will affect the caucuses, nobody knows, but past caucuses have proven that staff strength can be a major factor in the final delegate counts. Without a sound field strategy in place, a campaign cannot win Iowa, and that takes a good staff.

Who Will Fill The Vilsack Vacuum In Iowa?

There has been some speculation about the connection between Tom Vilsack and Hillary Clinton.  Perhaps some of the ’sack staff will move to the Clinton camp, and that would be a huge boost to Clinton if it happened.  But while the staff might go to Clinton, it is way too early to assume that Vilsack’s supporters will automatically flow that direction, too.  So the question remains: who will fill the Vilsack vacuum here?  Who gains the most politically from the drop-out?

That’s a question that requires two answers, because, here in Iowa, we have gotten to know two different sides of Tom Vilsack.  The first Tom Vilsack is the conservative DLC Democrat who was our governor for eight years.  He was well-liked by moderates because of his political positions, and he was well-liked by many progressives because he was able to win.  It is safe to say that the majority of Vilsack’s caucus support over the past few months has come from folks who got to know Vilsack as a moderate, and these folks are going to be looking for another moderate, probably with some executive experience.

The second Tom Vilsack is the McGovern-esque presidential candidate he had started to become over the past few months.  He ran far to the left on the Iraq war, calling for immediate withdrawal and a cutoff of all funding in Congress, and he fashioned himself an expert on environmental issues in general (and renewable energy in particular).  He was getting some traction on AirAmerica Radio and on certain liberal blogs (although clearly that wasn’t enough) and using “Courage to Create Change” as his tagline.  In many ways, his campaign might have hoped to be 2008’s Howard Dean, another candidate who had a somewhat moderate record as a governor but who broke out as the antiwar left’s poster candidate during his campaign.   (Vilsack was even using Blue State Digital, the team that handled Dean’s online strategy 2003-2004, for his web stuff.)

So these are two different voids.  In Iowa, though, it is the moderate Vilsack who attracted most of the supporters.  So the question is, which candidate matches up the best?

Ironically, Evan Bayh and Mark Warner would probably have gained the most.  Unfortunately for them, they both dropped out months ago, perhaps because Vilsack was sucking up all of the moderate governor oxygen.  (Yeah, in Bayh’s case, he has Senatorial experience, too, but it was his experience as Indiana Governor that he seemed to be emphasizing to distinguish himself.)

Without Bayh and Warner, it seems that the most likely to gain will be Bill Richardson, but he doesn’t draw as many obvious comparisons to Vilsack as Bayh and Warner would have.  If Richardson doesn’t have an excellent Iowa field campaign soon, he will lose whatever advantage he might have gained, because folks who were comfortable settling on Vilsack this early could be looking for another candidate to settle on soon.  He has a strong Iowa field director already, but that won’t be enough.  Maybe this will encourage him to buy access to the state party’s VAN (the super-high-tech voter file), which is the mark of any serious Iowa Caucus campaign.

Either way, all of the non-”rock star” candidates must be breathing a sigh of relief today.  Tomorrow, we’ll find out which one is “rock solid” enough to fill Vilsack’s two pairs of shoes.

Key Richardson Staff Pickup in Iowa

Word on the street is that Presidential hopeful Bill Richardson has started staffing his field operation in Iowa.  Sources have revealed to us that Brad Frevert has been hired as Richardson’s Iowa Field Director.

Frevert has worked for the Iowa Democratic Party since 2004, when he served as Regional Field Director out of Waterloo.  After the 2004 elections, he was hired as the state party’s off-year Field Director, and he served as Deputy Field Director under Jesse Harris during the 2006 election.  Before working for the IDP, he worked for Bob Graham’s aborted 2004 Presidential Campaign and then for AFSCME, organizing caucus supporters for Dean.

Frevert is an experienced Iowa organizer, and this pickup shows that Richardson is absolutely planning to play in the Iowa Caucuses.

Tom Vilsack Is Winning Mt. Pleasant

Tom Vilsack yesterday annouced the names of 1,159 caucusgoers who will definitely support him in the 2008 caucuses. However, his support is not very broad. Over 13% of those supporters were from Mt. Pleasant, Vilsack’s hometown (whereas the ratio of Mt. Pleasant residents to all Iowans is 0.3%). The list also includes the wives of Vilsack’s Iowa Field Director, Jesse Harris and his Iowa State Director, Dusky Terry.

There are obvious reasons for such a large number of his supporters to be friends and neighbors. Like the money Vilsack raised in the last quarter, these are all of his “gimmes.” If you serve as Governor of your state for eight years, there should be at least 1,100 people in your state who will automatically support you for President. Unfortunately for Vilsack, who has been prone to bad luck throughout his run, he seems to be relying almost as much on the people who automatically support you for President if you serve as Mayor of their town. This means that Vilsack’s support is highly geographically concentrated, which isn’t good. He’ll have an easy time winning Henry County’s 17 delegates at the State Convention but he still needs to win some of the remaining 2983 delegates.

To be fair to Vilsack, the list has quite a few elected officials and key activists but they are mostly longtime allies, some of whom have supported him since his 1998 Gubernatorial primary against Mark McCormick. Releasing this list is a nice way to hide ugly poll numbers but the ugly poll numbers will keep on coming out and the lists of new supporters by the hundreds won’t.

Where Does Tom Vilsack’s Money Come From?

Tom Vilsack raised 1.1 million dollars in the last quarter of 2006 (and spent nearly $750,000 of it). Where did the money come from? Iowa Progress examined his campaign finance report and has the answers.

Vilsack received donations from five members of the state legislature. House Speaker Pro Tem Polly Bukta contributed $500 as did State Senators Mike Connolly,Tom Rielly and Roger Stewart. State Senate President Jack Kibbie donated $1050. Vilsack also received a $2100 contribution from his Lieutenant Governor and former IDP Chair, Sally Pedersen. Retired Iowa politicians also gave to Vilsack. David Osterberg, a former state representative and Democratic nominee for U.S. Senate in 1998, donated $250, Patrick Deluhery, a former state senator and 2002 Democratic nominee for state auditor contributed $1050, Paul Johnson, the 2004 Democratic nominee for U.S. House donated $2100 and Bill Gannon, former Democratic Minority Leader in the IA House and unsuccessful candidate for the Democratic nomination for Governor in 1970, donated $500. In addition, Dave Neil, former President of UAW’s State CAP, gave $2100 to Vilsack.

Vilsack also received money from national players in Democratic politics. Vernon Jordan contributed $2000. James Johnson, former Chair of Fannie Mae and Walter Mondale’s campaign manager donated $2100 as did Lou Susman, one of John Kerry’s top fundraisers in 2004. Gary Hirschberg, another major Democratic donor who is the CEO of Stoneyfield Farms yogurt company and a possible Democratic candidate for Senate from New Hampshire, gave $2100 as well. The campaign also received $2100 from the second richest man in the world, Warren Buffett. In addition, Vilsack also received a $250 donation from Kyle DeBeer, executive director of the Wyoming Democratic Party, which means Vilsack is sure to have an advantage in Wyoming’s primary.

Finally, Vilsack cleaned up among the Des Moines’s elite. Jerry Crawford, former State Chair for John Kerry, contributed $2100 as did former IDP chair Gordon Fischer. Vilsack also received $2100 contributions from other wealthy Des Moines residents like John Pappajohn and Dwayne McAnnich. However, Vilsack was most successful raising money from the Knapp family. In the last quarter, Tom Vilsack raised $18,900 from people with the last name Knapp.

The question is where will the rest of Vilsack’s money come from? Judging by his fundraising report, he raised all of his easy dollars in the last quarter. Now his dilemma is how he will raise enough money to remain viable for the next year. After all, it doesn’t matter if you’re rock solid if you’re flat broke.

An Interview with Jesse Harris of the Culver Campaign

In the second part of our three-part series, Jesse Harris, Field Director for Chet Culver’s campaign, took the time to answer our questions. Here’s what he had to say:

IowaProgress: How did you get involved in politics?

Jesse Harris: In the fall of 1999, I entered Simpson College just as Bill Bradley and Al Gore began to actively campaign in Iowa for the precinct caucuses. That campaign brought me into the political process and my interest in campaigns and public service hasn’t diminished. While in college I volunteered for the Bradley for President Campaign and then completed a summer internship in Congressman Leonard Boswell’s office in Washington, D.C. Although I had planned to attend graduate school, the prospect of working on a presidential campaign in 2003 and 2004 was too great to pass up. I was offered a position with the Edwards for President Campaign in Des Moines. For seven months I worked as a field organizer in Warren, Lucas, Clarke, Wayne and Decatur Counties. Following the caucus I continued to work for the campaign in Madison, Wisconsin and Minneapolis, Minnesota. That experience led me to continue working for Democratic candidates in Iowa.

IP: What do you do in off years when there aren’t elections? (Or what did you do before you joined this campaign?)

JH: In Iowa the campaign season really never ends. Just as one campaign passes there are new ones forming. Over the past three years I have worked for three different campaigns; the Edwards Campaign, the Iowa Democratic Party Coordinated Campaign and now the Culver for Governor Campaign. Since I graduated from Simpson, I have only spent five months outside of campaign work. In that time I served as a legislative assistant to State Senator Tom Rielly (D-Oskaloosa).

IP: In this gubernatorial election, the candidates are using the internet a lot more than they did last time around. What role do you think the internet (both your campaign sites and online news outlets and blogs) will play in this election? In what ways has the internet changed Iowa political campaigning?

JH: Without question, the internet has had deep and even profound effects on political campaigns. In some circles, the internet has even become the primary method that voters acquire information about elections and the issues at play in campaigns. While races used to be confined largely to local markets, today people throughout the country are able to acquire information on races from city hall to the White House. It has become a useful tool to update voters on the campaign, distribute information about policy positions and to raise money from a broader network of individuals.

Blogs have, in many respects, democratized journalism. Today, campaigns distribute information through a much wider universe of writers representing a number of different mediums. Blogs also reach more targeted communities of potential voters, particularly young people.

IP: What role do you think students (should) play in Iowa politics?

JH: Iowa and its residents have a significant voice in the American political process, more significant than virtually anywhere else in the country. This is true of students in Iowa as well. Nowhere else in the United States, excluding New Hampshire, will presidential candidates regularly visit college campuses and meet with students directly. With three universities, a large network of private liberal arts colleges and the state’s many community colleges, students in Iowa are positioned well to shape the public debate and push issues of concern to the forefront.

Of course, this applies to the governor’s race as well. Chet Culver will fight for Iowa’s young people. As governor, Chet will work to create good jobs with good benefits in every corner of the state so that college graduates will have every opportunity to live, work and raise their families in Iowa. As a former teacher Chet has worked tirelessly to increase participation among young people in Iowa and as a result participation among 18-24 year olds has increased dramatically.

IP: Iowa has a mix of urban voters and rural voters. Is it difficult to account for both groups in crafting your message?

JH: I believe that there is more that unites Iowans than divides them. In fact, Iowa’s mixture of urban and rural residents is one of the primary strengths of our state. In the end, all Iowans, whether they are rural or urban voters, Republican or Democrats, want high quality schools, affordable and accessible health care, and a strong, vibrant economy. Chet has proposed the most comprehensive campaign plan of any candidate running for governor. Chet’s “Leading Iowa Forward” will show voters specifically what he intends to do as governor. Specifically, he has released a comprehensive health care plan and an alternative energy plan both of which will benefit all Iowans in every corner of the state.

IP: (Campaign-specific question) How involved were you in choosing Patty Judge as running-mate? How do you respond to criticism that the choice was made for political reasons?

JH: In the end, the most important criteria for selecting a running mate is 1) Is this person qualified to become governor of the state of Iowa and 2) In maintaining a strong, vibrant Democratic Party, will this person stand up for Democrats and our Democratic values. In Patty Judge, Chet selected someone who not only meets this standard but far exceeds it. Secretary Judge has an extensive and distinguished record of public service. As a registered nurse she understands the challenges facing our health care system particularly women’s health care. As a two-term state senator, Patty developed policy on a wide range of issues and in doing so was elected to the Senate Democratic leadership. As Secretary of Agriculture for the past eight years, Patty has served at the highest levels of the executive branch and oversees one of the largest state agencies. She would be ready from the first minute to assume the duties of the governor’s office. Throughout her life, Patty has consistently supported and worked for Democratic candidates throughout Iowa. There is never any question about her commitment to the Democratic Party here in Iowa. Knowing that Patty Judge is ready to become governor and that she will fight for our Democratic principles, the choice was easy.

IP: Why is your campaign the best suited to beat Nussle?

JH: Chet Culver is the candidate best positioned to beat Jim Nussle this fall. Between Chet and Patty, this ticket has won four statewide elections and a total of 70 of the state’s 99 counties. Chet won his reelection by over 100,000 votes. Chet Culver and Patty Judge have proven that they can compete with Republicans in every corner of Iowa.

Moreover, Chet Culver is the only Democratic candidate currently beating Jim Nussle in the polls. According to a recent Rasmussen poll, Chet beats Nussle 40% to 38%. In a KCCI poll, Chet outdistances Nussle 44% to 43%. Nussle beats all of the other Democratic candidates and by significant margins.

Finally, he is the only Democrat running for governor who has demonstrated the capacity to keep pace with Jim Nussle on fundraising. In 2005, Chet raised more money than all the other Democrats seeking the nomination combined. The 2006 governor’s race will be the most expensive in Iowa history and we need a candidate that can match the Republicans.
