New Jersey Sets An Example For Iowa

Jon Corzine has recently introduced a plan in New Jersey to force many of that state’s 566 municipalities to merge together. New Jersey has almost no county government and most local governmental functions are performed at the municipal level. However, over the half of the municipalities in New Jersey have a population of less than 10,000 and the resulting map looks like that of Germany in the Middle Ages, a landscape speckled throughout by innumerable miniature jurisdictions, each of which have their own police force, fire department and school system. The result is a massive wastage of taxpayer money as services are duplicated and triplicated within miles of each other.

Iowa has a similar problem. Iowa has 99 counties with a median population of about 16,000. In a state with a declining tax base and a shrinking rural population, this is totally inefficient. The result is that the State Legislature is forced to subsidize many county governments who can’t bear the costs of having their auditor, recorder, attorney, etc. The reason that there are so many counties in Iowa was so that no one would be more than one day’s wagon ride away from their courthouse. In the age of the automobile, when most rural Iowans drive 20 miles to go grocery shopping at Super Wal Mart, it is strange that there is still a pressing need to keep a County Recorder so close at hand.

Iowa has no need for 99 county courthouses or 99 county attorneys or replicating all the functions of county government 99 times throughout the state. That is why County Consolidation is so important. County consolidation is a good government that both liberals and conservatives can support. For conservatives, it means reducing taxes and the size of government. There are basic efficiencies of scale that can be achieved consolidating services which will save rural taxpayers money. In addition, it reduces the size of government. For liberals and progressives, it frees up government funds to be used on health care or education rather than maintaining a multiplicity of deputy auditors throughout rural Iowa.

Having 99 counties is wasteful and archaic. If Iowa can reduce the number of counties down to 50 or even 75, it would easily save tens of millions of dollars every year and help reduce taxes throughout the state. It is sensible, it is logical and it needs to happen.

Tom Vilsack and Money

David Yepsen totally misses the lede in his blog post about Tom Vilsack dropping out. He notes that Vilsack was spending $500,000 a month in overhead and he couldn’t continue to afford running for President after only raising one million dollars in the fourth quarter of 2006. The real story is why Tom Vilsack was spending $500,000 a month that he didn’t have. We had previously pointed out that Vilsack’s “dilemma is how he will raise enough money to remain viable for the next year. After all, it doesn’t matter if you’re rock solid if you’re flat broke.” But when your monthly overhead is higher than your reported cash on head, that’s not good budgeting at any time–especially a year before the caucuses. If Vilsack hadn’t hired so many staffers so quickly, he’d probably still be a candidate today. He took a gamble that the money would be there to pay all of the people he hired. He was wrong. It was a high-risk, high reward approach to running for President. It didn’t work out. And that’s why Tom Vilsack dropped out.

Frontloading and Iowa

A number of states, including California, Texas and New York are in the process of moving their Presidential Primaries to February 5. Arizona, Arkansas, Delaware, Missouri, Oklahoma and Utah already have primaries scheduled then. In addition, Florida might move up to January 26 and Alabama to February 2. It has the potential to create total chaos in the Presidential nominating process and to set up a chain reaction that pushes up the Iowa Caucuses to the first week in January, if not into 2007.

However, regardless of what happens with the actual timing of the Caucuses, what impact will a front-loaded primary schedule have on Iowa? The 2004 primary schedule was pretty frontloaded but by effectively ending the primary season before Lincoln’s birthday, the 2008 schedule will further elevate the importance of Iowa. Candidates will, at best, get four chances to prove themselves in Iowa, New Hampshire, Nevada and South Carolina. There will be no opportunity to build firewalls at all or regain momentum after those four states and even if a candidate suffers one small slip or performs ever so slightly below expectations, they will be finished. Iowa will be the first and best chance for a candidate to distinguish themselves.

The frontloading will have a disproportionate impact on second tier candidates like Chris Dodd. Second tier candidates won’t have the opportunity to build momentum or develop a following if they do well in early states. This applies even to Tom Vilsack, who is considered the only second tier candidate who has a chance to win the Caucuses. Even if he takes advantage of his hometown appeal and wins the caucuses, he’ll have to translate his Iowa success into the millions of dollars necessary be competitive in California and New York in three weeks while simultaneously trying to do well in the other early primaries.

The frontloading makes Iowa more important but hurts the process as a whole. It is a move towards a national primary, which is one of the worst possible ways to nominate a President. Although it seems unlikely that any real reform can happen now, one would hope that after the 2008 election, both the DNC and the RNC can get together and actually set up a workable schedule to avoid this type of mess in the future.

Loebsack Leading Congress…In Money From PACs

Dave Loebsack, Iowa’s newly elected Congressman from the 2nd District has been raising money from Political Action Committees at an incredible rate since Election Day. Between Election Day and the end of the year, Loebsack raised $71,000, most of which came from PACs. In contrast, over the last five weeks of the election, Loebsack raised less than $40,000 from PACs. All the money that Loebsack received from PACs made him the leading fundraiser among all House freshmen. In fact, despite Loebsack’s lefty credentials, his contributors include a Houston law firm run by a Bush Pioneer and the American Bankers Association. As the Des Moines Register notes, Loebsack’s cash windfall stands in sharp contrast to his predecessor, Jim Leach, who didn’t accept money from PACs. In 2006, Loebsack and Leach combined raised less than one million dollars, which was the lowest combined total, by far, of any competitive race in the country. It certainly looks like things are going to be a lot more expensive in 2008.

Where Does Tom Vilsack’s Money Come From?

Tom Vilsack raised 1.1 million dollars in the last quarter of 2006 (and spent nearly $750,000 of it). Where did the money come from? Iowa Progress examined his campaign finance report and has the answers.

Vilsack received donations from five members of the state legislature. House Speaker Pro Tem Polly Bukta contributed $500 as did State Senators Mike Connolly,Tom Rielly and Roger Stewart. State Senate President Jack Kibbie donated $1050. Vilsack also received a $2100 contribution from his Lieutenant Governor and former IDP Chair, Sally Pedersen. Retired Iowa politicians also gave to Vilsack. David Osterberg, a former state representative and Democratic nominee for U.S. Senate in 1998, donated $250, Patrick Deluhery, a former state senator and 2002 Democratic nominee for state auditor contributed $1050, Paul Johnson, the 2004 Democratic nominee for U.S. House donated $2100 and Bill Gannon, former Democratic Minority Leader in the IA House and unsuccessful candidate for the Democratic nomination for Governor in 1970, donated $500. In addition, Dave Neil, former President of UAW’s State CAP, gave $2100 to Vilsack.

Vilsack also received money from national players in Democratic politics. Vernon Jordan contributed $2000. James Johnson, former Chair of Fannie Mae and Walter Mondale’s campaign manager donated $2100 as did Lou Susman, one of John Kerry’s top fundraisers in 2004. Gary Hirschberg, another major Democratic donor who is the CEO of Stoneyfield Farms yogurt company and a possible Democratic candidate for Senate from New Hampshire, gave $2100 as well. The campaign also received $2100 from the second richest man in the world, Warren Buffett. In addition, Vilsack also received a $250 donation from Kyle DeBeer, executive director of the Wyoming Democratic Party, which means Vilsack is sure to have an advantage in Wyoming’s primary.

Finally, Vilsack cleaned up among the Des Moines’s elite. Jerry Crawford, former State Chair for John Kerry, contributed $2100 as did former IDP chair Gordon Fischer. Vilsack also received $2100 contributions from other wealthy Des Moines residents like John Pappajohn and Dwayne McAnnich. However, Vilsack was most successful raising money from the Knapp family. In the last quarter, Tom Vilsack raised $18,900 from people with the last name Knapp.

The question is where will the rest of Vilsack’s money come from? Judging by his fundraising report, he raised all of his easy dollars in the last quarter. Now his dilemma is how he will raise enough money to remain viable for the next year. After all, it doesn’t matter if you’re rock solid if you’re flat broke.

Looking for a Seat at the Table…

I’ve been told a lot recently that I’m the future of America; I’m the reason it is important to fund education, fix the health care system, and reign in the escalating deficit; I’m the future of the Democratic Party. Sure this is from some hand-squeezing, baby-kissing politicians seeking to win in November, and I know that it is good campaign rhetoric. But I also think it is true. In fact, not only are we the future of the Democratic Party, we are the present. My colleagues and I register the voters, we knock the doors, and we make the calls; we organize visits from candidates, we interview them, and we blog about them. We are not the only ones, but our contribution is significant. We do this not just on our campus — although that in itself is a substantial task — but in the county as well, and there are many others like us across the state and the country. We work by and large for free. Given these candidates’ propensity to pay lip service to our services, I would’ve thought they would be willing, if not eager, to include us at party-building events. Such events help prepare us for that ‘future’ that we are supposed to figure so prominently into, and also inspire and motivate us to keep doing our work in the present.

I would’ve thought, for instance, that they would want us to be able to attend the Jefferson Jackson Dinner on October 14. This is an important annual event in Iowa politics, one that in the past students have been able to attend. Last year several candidates for the Democratic gubernatorial nomination were there, providing many of us students a first introduction to Chet Culver. We also met recent college grads working on campaigns or for the IDP. Sure, we sat in the nosebleeds, but the point is that for $20 we got to go listen to prominent Iowa politicians and feel like we were actually part of the Democratic Party.

This year I was excited to see that Bill Clinton is going to be the keynote speaker. When I learned that the cheapest seats would cost $100 a person, I was disappointed, to say the least. As much as I would like to go to the JJ Dinner and hear the Big Dog, as a student (and someone who spends hours every week in unpaid get-out-the-vote efforts) I can’t afford to shell out $100 for one meal. I know I’m not the only student in this position.

What accounts for the exorbitant increase in ticket prices? Well, given that in the past year food prices haven’t skyrocketed and the Hy-Vee Hall Events Center hasn’t suddenly become immensely popular, it seems that it might have something to do with the former president’s fee for the engagement. Rumored to be over a quarter million dollars, it looks like maybe the IDP is passing that expense onto us. It is a move that makes financial sense, but it also sends the message that low-income or financially burdened Democrats (like students) aren’t important members of the party.

This message is incongruous with what many politicians I’ve spoken to recently are telling me. Everyone from U.S. Congressmen to gubernatorial candidates keeps repeating that we students are the future of the party. At a Grinnell College Democrats event yesterday, Pat Murphy and Eric Palmer commended us for having such a large and active group, saying that we would have a major impact on the elections. The thing is we know it. While it is nice to hear, the words are empty in the face of such an inconsiderate exclusion from a major party event. Regardless of from where this oversight arose, it would be hypocritical and ungrateful of the party not to make some allowances for those of us that may be unable to make generous financial contributions, but who have given our equally valuable time.

Gambling in Iowa

AP reports that Iowa’s casino industry is booming, and the figures they offer are pretty astounding.  Over $740 million is being invested in casinos in Iowa right now:

Iowa’s casino industry is in the midst of a multi-million dollar expansion boom. Four new riverboat casinos will open in the next 14 months, while ten existing casinos are adding more space. The total is about $742 million.

About 18 million people visit Iowa’s existing riverboat and racetrack casinos each year, leaving behind more than one billion dollars. The new casinos are expected to generate an additional $200 million a year in gambling revenue.

And then there’s TouchPlay, that political football that has gotten more attention than really anything else in the Iowa media (check today’s Des Moines Register for a decent summary of the issue up to now).  Political Forecast quotes the Cedar Rapids Gazette:

Blouin said that although he wished the games hadn’t been installed in about 2,900 Iowa businesses, “”it’s kind of hard to pull the plug.”

Culver urged the Legislature to move quickly to enact the safeguards recommended by Vilsack’s TouchPlay task force. He’s concerned that banning the games would negatively affect small businesses that have invested in the machines.

Nussle, who participated through a previously videotaped interview, has said he prefers the machines be banned.

Fallon said he would vote to ban the machines when the Iowa House debates the issue Tuesday.
