Although we find it a bit repetitive and dull writing about Ed Fallon, one would think that the Fallon campaign would feel the same way about lying. Unfortunately, Fallon’s now endemic dishonesty was exposed again. A Fallon press release claimed that the FEC had given Fallon a clean bill of ethical health after mounting evidence of Fallon committing campaign finance violations. Unfortunately, the FEC didn’t. According to FEC spokesman George Smaragdis, “no Commission employee made any determination relative to the specific circumstances of any campaign. Only the Commission can make such a determination.” Even prior to the FEC disavowing Fallon’s claims, suspicions were raised due to the fact Fallon never used a direct quote or cited a specific FEC employee by name in his press release.
However, the same Fallon staffer who contacted the FEC, campaign manager Lynn Heuss, was the same Fallon staffer who told the Iowa Campaign and Ethics Board that Fallon was considering a third party bid for Governor, something Fallon immediately denied and claimed was a miscommunication. This comes after earlier this week when Fallon lied about his income from I’m for Iowa. Between that and his false claim of a statement from the FEC, that’s a minimum of two outright Fallon lies this week alone. In fact, there’s even a third lie if you believe Fallon was actually lying about considering a third party run for Governor in 2006, considering that Heuss is Fallon’s current and former campaign manager, former legislative aide, partner in I’M for Iowa and is registered to vote at the same address as Fallon. One presumes that a miscommunication between two people so close on a such a basic question would be rather unlikely.
It’s sad that Fallon, a former clean elections advocate, has sunk so low. When the Iowa House tries to pass a bill to ban candidates from paying themselves (incidentally, one of the election law reforms Barack Obama passed in Illinois), he attacks the Democratic Party leadership as “bought and paid for” and expresses the hope that, unless his favored clean elections legislation passes, Democrats lose their majority in the Iowa House. It seems that Fallon doesn’t just support Ralph Nader anymore, he’s starting to warm towards Chris Rants too.
The shame of it is that Fallon believes everything he’s doing is right. He’s been so caught up in his crusade for Congress, he seems to have lost track of right and wrong. He’s a clean elections advocate who is refusing to disclose donors to his amorphous partnership. He’s a man running on integrity who is brazenly lying. One is reminded of a Greek tragedy, or at least the Alec Guinness character from Bridge on the River Kwai. He’s so caught up and obsessed with his bid for Congress, he thinks no one will notice when he makes up FEC opinions, not even the FEC itself. Imbued with self-righteousness, Fallon seems to think he’s starring in Mr. Smith Goes To Washington when he’s merely playing the title role in Billy Liar.

Ed Fallon made his primary challenge official against Leonard Boswell today. As part of our continuing analysis of the race, it’s worth previewing one of Fallon’s likely attacks against Boswell. Fallon is a campaign finance reform fanatic and Boswell has taken a lot of money from political action committees. In fact, in the first three quarters of 2007, Boswell has taken in $433,000 in contributions from PACs, making up 75% of total contributions recieved. Much of the money is the result of a simple matter of timing. Leonard Boswell is a senior member of the House Agriculture Committee and this was the year that the Farm Bill came up for a renewal.
But Boswell received significant contributions from organized labor and fellow Democrats in the House. Boswell received, by Iowa Progress’s count, contributions from 17 different labor unions along with the AFL-CIO totaling $85,000. Boswell’s contributors run the full gamut of the American Labor Movement. Boswell took in contributions from unions ranging from SEIU and UNITE HERE to the Ironworkers and the Machinists. Boswell’s congressional support is just as broad. Boswell received support from 17 of his Congressional colleagues, along with support from DCCC and $9000 in contributions from Barack Obama’s PAC, Hopefund. Boswell’s contributions include Speaker Nancy Pelosi and Majority Leader Steny Hoyer. And while it’s not surprising that Boswell took in contributions from fellow “Blue Dog” Democrats like Alan Boyd and Mike McIntyre, Boswell also received support from leading liberals like Barney Frank and Jan Schakowsky and from fellow Iowa Congressman, Bruce Braley.
In contrast to his contributions from PACs, Boswell’s individual contributors overwhelmingly came from Iowa and over 86% of his individual contributors were Iowans. But what’s most interesting is the contrasts within his contributions. Boswell took in money both from the National Pork Producers Council and from the League of Conservation Voters. Not only that, Boswell is perhaps the only Congressman who took in contributions from the NRA and the Human Rights Campaign.
Leonard Boswell has a broad range of contributors, this stems from the fact that he is a Democratic congressman in a swing district who has a lot of seniority on a major committee. But at the core, Boswell has clear support from fellow Democrats and from labor unions. Although, while Fallon may see the initial appeal of attacking Boswell on PAC contributions, it might not profit him. After all, it doesn’t suit his message to remind Democratic voters that in a Congressional District that George W. Bush won, it might be helpful in a general election to have a Democrat who can boast the support of both Nancy Pelosi and the NRA.

As the Iowa legislative session came to a close early Sunday, House Democrats marveled that they had passed all but one of the items on their legislative agenda. The next day, they learned that they were short one more thing: a caucus member. The two issues were not unrelated.
On Monday, Rep. Dawn Pettengill, a Democrat from Mount Auburn, announced that she was becoming a Republican. Over the session, Pettengill had become increasingly estranged from the Democratic Party. When Iowa House Majority Leader Kevin McCarthy, a Democrat from Des Moines learned of the news—after the press—he was “disappointed, not surprised,” he said in a phone interview yesterday. “It was more of a shift on paper. We tended not count on her to be a team player, even on procedural matters.” Pettengill did not return calls for comment.
While Pettengill clashed with her former party on a variety of issues, perhaps the most significant one was the proposed Fair Share bill, which would have allowed public employee unions to charge fees for services given to nonunion workers. “In the end, it was a pretty scaled down, reasonable proposal,” McCarthy said. It would ensure that workers “kick in their fair share of those services.”
Fair Share, despite being passed in the Iowa Senate, never came to a vote in the House because, McCarthy said, “We just didn’t have the votes to get it done.” McCarthy said that the proposal had the support of 50 Democrats in the caucus but lacked that crucial 51st. “We don’t have that large a majority.” One Democratic representative, Ray Zirkelbach of Monticello is currently serving in Iraq, and in addition to Pettengill, two other members of the Democratic caucus refused to support the bill. McCarthy declined to name those representatives.
McCarthy said that on the way to regaining the majority in the 2006 elections, some conservative Democrats ran, or were recruited, to defeat Republican incumbents. Keeping them on board for certain issues, he said was “challenging.” In the interview, McCarthy did not seem angry that the bill failed to pass; he simply stated matter-of-factly that “the answer is to continue to try to educate [reluctant members] and to pick up a few more seats” in order to make up for deserters.
According to the Des Moines Register, the Democratic leadership spent four hours trying to convince its caucus members to support the bill, and that Pettengill emerged with “tears on her face when she left the room where Democrats were meeting in private.”
McCarthy bristled at the suggestion that he had tried to strong-arm people for support. “I definitely didn’t,” he said. “We used tough arguments trying to convince people… We did that through civil and respectful conversation.” McCarthy said, “The argument that we were strong-arming people was coming from right wing Republican propaganda.” The charge, he said, was “a falsehood, a lie.”
In the end, McCarthy, said that he was not sure whether Pettengill’s defection could have been prevented. “She’s gone through a fairly significant emotional journey this session,” he said. “She was formerly a close person friend with me. That friendship had withered away, and she became more distant with members of her caucus.”
He also questioned the logic of Pettengill’s decision. Not only had she joined a party that, according to McCarthy, sent 27 negative mailings against her in the last election—“some of the most vicious, vile, mean spirited negative campaigning I’ve ever seen”—but that the party she joined was out of power. “We can’t find anybody within the last 30 years that leaves the majority party and the power to deliver to her constituents,” he said. “If I were a constituent, I would be shocked and outraged that she gave up the ability to deliver in exchange for feeling good.”
McCarthy agreed with the idea that Pettengill was reading her district wrong, that it is not as conservative as she believes. “I think,” he said with resignation, “she’s confused.”

State Representative Dawn Pettengill left the Democratic caucus for the Republican caucus today. The Register has the story from Chris Rants’s press conference, which just happened:
The change cuts the Democratic majority in the House to 53 seats and gives minority Republicans 47 seats. It takes 51 votes to pass legislation.
Pettengill had battled publicly with the House Democratic caucus this year over issues such as labor union fees and the cigarette tax increase. She had indicated publicly she might consider leaving the caucus, although she had suggested she was more likely to become an independent.
“The House Democratic leadership pursued an agenda which veered far from the principles for which my constituents and I stand,” she said in a statement. “My decision gives me the best opportunity to represent the values of my constituents.”
This is going to make progressives — particularly the ones I know who knocked doors for her during the last campaign — pretty unhappy. Pettengill is known for her emotional outbursts, and my sense is that she perceives her district to be more conservative than it actually is.
I posted a while back about why I didn’t think Pettengill was going to defect. It turns out I was wrong. This kind of transition, from the majority to the minority (particularly when it looks like the Republicans will likely remain in the minority through next campaign cycle) is surprising, but Pettengill planted the seed for a defection months ago.
As an aside, this comes as a double-disappointment for many progressives, who were hoping that Rants planned to announce his resignation today. Rumors that he will resign have been circulating for months, and there is no word yet on whether Pettengill’s switch will influence his decision on that one way or the other.

A few days ago, The Register wrote an article documenting State Representative Dawn Pettengill’s dissatisfaction with the Democratic leadership in the State House. Here’s a snippet:
“I’m just trying to get through this term as a Democrat,” said Pettengill, the former mayor of her hometown of Mount Auburn who is now in her third year in the Iowa House. “People elected me as a Democrat, and I would not change during a term, that’s for sure.”
Her indecision leaves Democratic leaders questioning whether they should recruit a replacement candidate for the 2008 primary, and Republican leaders wondering if she might be on their team by the general election.
Will she defect? Well, she says she won’t during this term. In general, though, I’m not too worried about it. Pettengill has always seemed concerned with her ability to get elected in a district that she perceives as leaning more Republican than Democrat. She has developed a reputation (partly, but not wholly, deserved) for being emotionally volatile. Although she has condemned other legislators’ pet projects and voted against them, she is somewhat famous for her own pet projects: last year, she sponsored legislation to ban stores from selling sex toys to minors, and this year, she was the main proponent of the bill that recently passed preventing Iowa from having any business dealings with businesses supporting the genocide in Darfur. (I don’t mean to claim that either of these bills is bad policy, but neither is exactly in the front of most Iowans’ minds.)
The Register notes a few key places where Pettengill differs from the Democratic leadership in the House, but none of them are cut and dry reasons for a defection to the Republicans (or even to the Independent ticket):
But the strain of the last month has taken a serious toll as she struggled with her dislike of bills dear to many Democrats — raising the minimum wage (she voted yes after some reluctance), upping the cigarette tax (she voted no), campaign finance reform (she may vote no), and allowing public employee unions to charge nonunion members a “fair share” fee (she firmly intends to vote no).
On raising the minimum wage, she did end up voting yes, and the political realities in her district meant that “some reluctance” on the vote was smart. On voting against the cigarette tax, she justifies her decision for liberal (dare I say Democratic) reasons:
During a caucus meeting on the cigarette tax two weeks ago, Pettengill wept as she explained that when she was 19 years old, she found herself living on her own with a baby, balancing college classes and a job. She couldn’t afford cigarettes, but they were such a critical source of comfort that she sacrificed food to buy them.
She objects to a cigarette tax because it is increcibly regressive — it takes money disproportionately from the poor, and, because it is a flat fee, it takes a greater percentage of the disposable income of a poor person than it does a rich person. Yes, it internalizes an externality, yadda yadda yadda; but there is a principled, liberal argument to be made against it. Frankly, I was surprised more members didn’t express that opinion. Maybe only a small minority of the party holds this view, but it isn’t because they are the more conservative members of the party.
On campaign finance reform, it really isn’t clear that all of the Democratic leadership are fully supporting the VOICE bill. Good liberals generally like it (despite the short-term strategic disadvantages it may present to parties currently in the majority of the legislature), but this isn’t exactly an issue that everyone is closely aligned over.
And finally, on FairShare, it disappoints many labor activists that Pettengill does not support it, but again, there is a fair amount of diversity among Democrats on this subject. Some have more union shops in their districts than others, and some have different opinions of labor unions than others. Our Democratic State Senator, Tom Reilly, voted against FairShare, and he isn’t leaving the party anytime soon. Again, it’s an issue where some people within the labor movement are doubting policies like this, so it isn’t’ only conservatives who oppose it.
So is it really just the House leadership’s fault that Pettengill is disgruntled, as others have claimed? No. The House leadership is doing its job. Their job is to push a Democratic agenda in the legislature, and they have to keep their members in line whenever they can. They’re getting results, and, unless Pettengill does end up defecting, no one will even remember this story in six months.

Now that we’ve done overviews of the most vulnerable Democratic seats in the State Senate and our best pickup opportunities in 2008, it’s time to move on to the State House. Democrats picked up five seats in the Iowa House in 2007 to gain a 54-46 majority. The Republicans will be gearing up for 2008 determined to take back the majority under their leader, Chris Rants. But the Democrats have quite a few opportunities to pick up seats too. Here are our five best chances to gain seats:
1. Tami Wiencek (Waterloo) This is the only seat the Republicans picked up in 2006 and one they never should have picked up in the first place. 2006 was a Democratic year and Black Hawk County was no exception: Chet Culver won there with 58% of the vote, which was 3 points better than John Kerry in 2004 and 4 points better than Tom Vilsack in 2002. However, the Republicans managed to pick up a Democratic seat in Waterloo that a Democratic incumbent had won comfortably with over 60% of the vote in 2002 and 2004. What happened? The Democratic incumbent, Don Shoultz, got complacent and Wiencek ran a strong campaign and beat him by 300 votes. Wiencek benefited from being a well-liked local television anchor whereas Shoultz, a 24-year incumbent, was not exactly Waterloo’s most beloved citizen. This is a seat in a strongly Democratic area with a big Democratic registration advantage. It should be a Democratic seat. As a result, Wiencek is very vulnerable in 2008 and will have a tough time holding on to all the crossover voters who elected her in in 2006 with Shoultz off the ballot and with the Presidency up for grabs. Although she’s presenting herself as a moderate, it’s tough to imagine Bill Dotzler being represented by a Republican State Representative at all, let alone for more than one term.
2. Chuck Gipp (Allamakee and part of Winneshiek County) Over half the registered voters in Oklahoma are Democrats, however the state hasn’t voted for a Democratic candidate for President since 1964. Gipp’s district in the northeast corner of the state is Iowa’s version of Oklahoma. Although its voters may disproprtionately registered Republicans, many of them have been reliably voting Democrat for years. The district is heavily Republican in party registration (3,000 more Republicans than Democrats) and Gipp won with 59% of the vote in 2006. However, those party registration numbers hide that his district is actually much more Democratic than it looks. John Kerry actually won the district by a handful of votes in 2004. Winneshiek County was one of three counties in the state (along with Jasper and Poweshiek) that Gore lost and Kerry won, and Kerry improved on Al Gore’s performance in Allamakee County by nearly 5 percentage points. Gipp is retiring at the end of this term. Although he was able to maintain a strong hold on the seat as a popular incumbent, any Republican candidate in 2008 will have a much more difficult time. Allamakee County, which makes up half the district, was once reliably Republican. Bill Clinton barely won it in 1996, Chet Culver won it by 10 points in 2006. This changing political trends will make it a tough seat for the Republicans to hold on to without an incumbent running.
3. Dan Rasmussen (Buchanan and parts of Black Hawk and Fayette) Rasmussen is a three term incumbent from a strongly Democratic district. Despite receiving only 30% of the vote when he first ran for the State House as a sacrificial lamb, Rasmussen has quickly entrenched himself as a popular incumbent in Buchanan County. While Chet Culver romped home in the district, winning Buchanan County with 58% of the vote, Rasmussen managed to pull out a lead of 800 votes in the county over his Democratic opponent, Pete McRoberts. The district has a strong Democratic registration advantage and is the most Democratic state house district in the state with a Republican incumbent. John Kerry won the district with 54% of the vote in 2004. Rasmussen’s popularity spooked the Iowa Democratic Party in 2006 and support was pulled away from Pete McRoberts to other candidates who they saw as more promising. However, despite that, McRoberts still received 48% of the vote. Despite Rasmussen having the advantage of incumbency, this is a seat where the demographics just aren’t in his favor. If a Democratic candidate receives the necessary support in even a neutral year, this seat should be a Democratic pickup.
4. David Deyoe (Story County outside of Ames and part of Hamilton County) Deyoe’s district experienced two of the most competitive state legislative races in the state in 2006, both Deyoe’s 800 vote victory over Susan Radke and the hardfought slugfest between Democrat Rich Olive and Republican Jim Kurtenbach for State Senate that Olive won by 62 votes. However, while Radke lost, Chet Culver pulled out a narrow victory in the district. The big difference between Radke and Culver was their relative performance in the Democratic town of Nevada. Although both Deyoe and Radke were from Nevada, Deyoe was much more well liked. As a result, Deyoe received 55% in Nevada, almost the same percentage that Culver received. The district does have a strong Republican edge in voter registration but that’s connected with the traditional Republicanism of Story County. The district is definitely a swing district. If the Democrats field a strong candidate who could run with the rest of the ticket in Nevada, this is definitely a winnable district in 2008.
5. Doug Struyk (Council Bluffs) Struyk’s seat was won by a Democrat in 2002. Unfortunately, that Democrat was named Doug Struyk. Struyk defected in 2004 right at the filing deadline. The seat has always been relatively close and in 2006, Struyk won with only 53% against a nontargeted candidate who raised a mere $1400 in a nearly four month period leading up to the election. It’s a district that will be getting a lot more attention in 2008 as its State Senator is Mike Gronstal, who is arguably the most powerful man in the state right now. Gronstal will devote as many resources as possible to turning out a lot of Democratic voters in his district and that will help any candidate running against Struyk. Struyk himself is evidence that the district can elect Democrats and when someone endorsed John Kerry in 2004 and Mitt Romney in 2008, it’s fair to say that Struyk, like the candidates he supports, can be attacked as a flip flopper too. This will be an uphill race, but if enough resources are devoted to the seat, Struyk can and should be beat. The Democratic Party should have a zero tolerance policy for Benedict Arnolds and there’s no better place in Iowa to implement this policy than by beating Doug Struyk.
Other vulnerable seats held by Iowa House Republicans include (in alphabetical order): Betty DeBoef (Keokuk County, most of Iowa County and parts of Poweshiek and Tama), Polly Granzow (Hardin County and part of Marshall) Sandy Greiner (Washington County and parts of Jefferson and Johnson), Kraig Paulsen (Cedar Rapids), Thomas Sands (Louisa County and parts of Des Moines and Muscatine) and Bill Schickel (Mason City).

When the Republicans had the majority in the state legislature, they passed laws like this that made voting more difficult by instituting restrictive ID laws for new voters. When they were trying to hold their majority in the state legislature, they did dirty tricks like this to suppress voting. But now that they’re in the minority, they’re not stopping their crusade to impede voting. In the State Senate, Assistant Minority Leader David Johnson has recently introduced a bill that would require voting places to close two hours earlier. If his bill becomes law, it would significantly impede the ability for working Iowans to make it to the polls. As we have commented before, there are already too many impediments to voting. In the 2006 election, voter turnout in Iowa was less than 40%. While most people would be concerned about the fact that voter turnout for such an important election was so low, by introducing this bill, David Johnson and the rest of the Republican leadership seem to be concerned that voter turnout was so high. Johnson and his Republican cronies should be ashamed of themselves for trying to put yet another stumbling block before Iowa voters.

In 1996 a recently elected state representative from Central Iowa sought out the land deal of the decade. What did he get? He made over $50,000 from scamming an elderly woman in Las Vegas, with the help of a local attorney (who would subsequently be disbarred), setting the stage for the biggest scandal in Central Iowa politics this side of CIETC.
Representative Danny Carroll of Grinnell is the Republican Speaker Pro Tem of the Iowa House. He was elected to the Iowa House in 1994 and was elected Speaker Pro Tem in 2003. Carroll is owner of the “Carroll Pumpkin Farm” and is a lobbyist with Iowa Telecom. An extreme social conservative, he has campaigned with GOP presidential hopefuls such as Senator Sam Brownback, Governor Haley Barbour, Senator John McCain, Governor Mitt Romney, and former House Majority Leader Newt Gingrich.
The mention of Gingrich is especially pertinent. With Democrats poised to take back the U.S. House and end the Gingrich-led Republican Revolution, the following tale of abuse of power and exploitation demonstrates that the GOP “culture of corruption” has clearly found its way into local Iowa politics, namely through Danny Carroll.
In 1999, Grinnell attorney Brian Bisbee was disbarred by the Iowa Supreme Court for “seriously violat(ing) his ethical responsibility as (a) lawyer.” Bisbee was representing Cora Creamer in the sale of her property to Representative Danny Carroll. Mrs. Creamer was an elderly widow who had fallen behind in her bills. She owed approximately $7,900 in back fees and taxes on her property and she wanted to sell her home. Typical practice is for a person to sell their home and subtract the liens and back taxes from the sale price at closing. What Bisbee didn’t disclose was that he was also participating in the transaction financially by working closely with Representative Carroll who was providing the financing for the deal. In the disbarment proceeding, an unnamed Grinnell realtor is mentioned. The Iowa Progress team has recently uncovered property records that decisively prove that Representative Carroll was the person behind the financing of the transaction as well as the holder of the deed & title.
Essentially, Bisbee & Carroll took a 50% interest in Mrs. Creamer’s Las Vegas home as payment for settling the liens and back taxes on the property.
They did not disclose to Mrs. Creamer that she only owed $7,900. The 50% interest in the home would amount to approximately $50,000. This placed Bisbee in the incredibly unethical position of both representing the interests of the seller and the buyer who was working behind the scenes to finish the deal - Danny Carroll. The liens and back taxes were all paid by Representative Carroll - as shown here. You can also search the public records on the Clark County Recorder’s site HERE.
Now, the rules relating to real estate professionals in Iowa operating out of state are shady, but for lawyers they are very clear. According to the Supreme Court opinion:
“Nothing in the record before us suggests that Bisbee disclosed to his client that the proposed financial arrangement was more advantageous for him than for her. Given this obvious conflict, it became Bisbee’s burden to establish that his transaction with Creamer was fair and equitable.”
Representative Danny Carroll participated in the scamming of a poor elderly woman for his, and Bisbee’s, own financial gain. This is what the Supreme Court said of Bisbee’s conduct:
“Bisbee’s financial entanglement with Creamer […] was costly to her. Moreover, his failure to cooperate in these proceedings has impeded the administration of justice and reflects poorly on his fitness to practice law. His disregard for his client’s interests, as well as those of the profession, demands a lengthy suspension.”
Bisbee was disbarred in 1999, but because he declined to name his partner in crime directly, Carroll largely got off the hook — though not completely: after Bisbee’s disbarment, Carroll “voluntarily” retired from Ramsey-Weeks, the Grinnell real estate firm where he had been employed. I called up Bisbee yesterday who now runs an evangelical shelter in Missouri, to see if he’d answer any questions about his relationship with Carroll. He politely declined. Remember folks, this was a sitting state representative who had also served as a County Supervisor for many years prior. He participated in a deal that “impeded the administration of justice” and bilked a poor older woman of around $50,000. This is the same Representative Danny Carroll who says he values seniors.
But talk is cheap. And unfortunately, it seems Danny Carroll doesn’t put his money where his mouth is.

The Boz drew a huge crowd to Main Lounge last night for a rally in anticipation of campus satellite voting this Monday. Students were not only treated to their svelte Congressman but got to see Eric Palmer, Mari Culver and Steve Mauro (Mike Mauro’s son).
Steve (he looks like his dad) went first and did a good job of stressing the importance of the oft-overlooked Secretary of State position. He said Mauro will push for more “safety, security and integrity” and will continue the great job Culver has done in increasing voter access. He assured the crowd that Mauro will fight for a paper trail in all of Iowa’s 99 counties. It’s good to know that the ball won’t be dropped when Chet moves on up.
Next, school favorite Eric Palmer spoke. He seemed really fired up and told us that his number one priority is increasing the minimum wage. Palmer has been getting better every time I see him—he’s always full of energy and nothing ever sounds canned. After tonight, I’ve no doubt that anyone who sees Palmer and Carroll next to one another will choose the former. Carroll is just too stiff and has that sleazy Nussle polish. If I didn’t know any better, I’d think Carroll had “gone Washington” too. Maybe he’s been rubbing elbows with Newt too often.
After Palmer was Mari Culver, Chet’s “brunette better half.” She stressed the need for continued progress in Iowa and Culver’s long commitment to increasing civic participation as Secretary of State. She noted that during Culver’s tenure, voting among 18-24 years olds had increased 50% (since 1996) and that Iowa moved from 11th to 6th in the country in voter turnout. She said that Culver had education as a top priority and would move to bring teacher salary to at least the national average and get tuition at the state’s universities under control. While Nussle may claim to focus on education, Mari pointed out that Jimmy boy voted through the largest cuts in student loan funding in history. Mari is quite good.
Following Mari was the main attraction—the Boz. He started by telling us that, although we hear it every few years, this really is the most important election “in my [his] lifetime.” He said that America was in danger of losing its promise and that he wanted to ensure that his grandchildren had the same opportunities that he did. He seemed so energized that he didn’t need to say a word to assuage doubts about his health, but he stressed that he felt better than he had in years, and that he was more prepared for Congress than he had ever been before. He said he wasn’t about to “go fishing” anytime soon—he wants to “die with my boots on.” He said that a Democratic majority could start to rebuild what has been lost during repuglican control these last few years—America, he said, needs to start being a “good neighbor” abroad and working with allies to accomplish common goals.
I’m glad Boswell stressed universal values and the ability to reach a common understanding in foreign policy—his message was far from the gloom and doom fated war of civilizations that the Bush clan drums up everyday. I think Boswell understands (and I’m projecting now) that for all the radicals in the Middle East there are good people who care about the same things that families in America do—to lose sight of that basic commonality is dangerous because it leads us to dwell on and thus increase our differences. It makes us pugnacious when diplomacy is called for, pugnacious when prudence is called for. Recognizing that diplomacy is possible doesn’t mean that we won’t fight radicals and keep America safe. I think Boswell understands, unlike the condescending fear mongers in the Bush administration, that Americans don’t have to be scared into strength or leadership.

With gas prices soaring to above $3/gal in parts of the country it is no wonder that people are talking about alternative energy. Here in Iowa, of course, we like to talk a lot about ethanol, because we grow a lot of corn, one of the materials that can be turned into ethanol.
The Department of Agriculture announced this week that increased demand for ethanol is driving corn prices up, so at least Iowa farmers can receive some benefit from the high gas prices.
Meanwhile, lawmakers in Washington are considering legislation that would mandate an increase in the amount of ethanol used for fuel. Both Democrats and Republicans from the Midwest are proposing legislation, and while they think that it is useful to both be working on similar proposals, it seems unlikely that any bills would actually pass as midterms approach. There is concern that mandating the use of ethanol might not be the wisest move right now:
“To say that we have to incorporate these huge volumes of ethanol into gas regardless of what they cost is not very good policy if you’re trying to moderate gasoline prices,” said Bob Slaughter, president of the National Petrochemical and Refiners Association.
Furthermore, there is speculation that the dramatic increase in corn-derived ethanol costs may actually be contributing to high gas prices. So as a recap, so far we’ve got people saying high gas prices are driving up corn prices and other people saying that high corn prices are driving up gas prices. This economist though says that the only thing determining gas prices is good ol’ supply and demand.
So lets complicate things a little further: according to the same Register article there are also proposals in Congress to end the 54 cent per gallon tariff on imported ethanol. Places like Brazil are big ethanol producers, but they make it from sugar cane, not corn. However, it is uncertain if this would really reduce gas prices. Not to mention,
Latham, a close ally of House Majority Leader John Boehner, said the tariff cut would be unlikely to pass the House.
Another question that is being debated is how useful ethanol really is. While the debate over gas prices is one thing, the larger issue here is renewable energy. Is ethanol really a viable energy resource? Recent studies coming out of Cornell University have found that ethanol actually takes more energy to make than it produces. Basically that is bad. So even if ethanol could replace a sizable chunk of our foreign oil imports we might be better off looking for ways to power our vehicles with natural gas or coal (the biggest electricity producers in the U.S.).
What a lot of people are depending on in the future of ethanol is that there will be some technology advances. However, those advances are expected to come from finding new sources for ethanol, like plant wastes and wood chips. So what does this all mean? I don’t really know either, but it seems like the benefits Iowa derives from the ethanol industry might not be there in the future. (Maybe we should be focusing on that other renewable energy resource that we have a lot of…wind!)
