In an interview the other day, Ed Fallon stated “if coal interests want to research clean coal technology and carbon sequestration they, not the tax-payers, should fund the research.” This is a noble statement based on a belief in renewable energy and a green future. Unfortunately it’s not based on reality. The most ambitious goal for renewable energy involves Americans getting 20% from our energy from renewable sources in the next 20 years. So where do we get the remaining 80% of our energy? While natural gas is relatively clean, it is a commodity that cannot be transported across oceans. The U.S. currently gets about 25% of its energy from natural gas. This leaves 55% of our energy to be accounted for and three possibilities, coal, oil and nuclear energy. Fallon has expressed his opposition to coal and also is vehemently against nuclear energy, stating that “When all costs are factored in, nuclear power is the most expensive source of energy. More nuclear power plants mean more plutonium, and reactor-grade plutonium can be used to make a nuclear weapon. And there is no real solution to the problem of storing nuclear wastes.” So that leaves one source of energy acceptable to Ed Fallon to supply over half of America’s energy needs, imported foreign oil.
Relying on foreign oil is bad for the environment, bad for consumers already paying high gas prices and bad for the United States as a whole, as it forces our economy to continue to rely on oil imported from the Middle East. Fallon’s opposition to coal seems to be demagoguery, designed to play on the fears of environmentalists opposed to the Marshalltown coal plant, rather than real environmental policy. While no one can argue that coal is the best source of energy for the United States, unfortunately, compared to oil or nuclear, it is probably the least bad of the three. But with increased funding and emphasis on clean coal research, coal will become much more environmentally friendly. In fact, clean coal is a central part of Barack Obama’s energy plan.
Unlike oil, coal doesn’t have to be imported from Middle Eastern nations and unlike nuclear power, it doesn’t produce radioactive waste that will last for tens of thousands of years. In contrast, the United States has a plentiful supply of coal. In fact, Iowa’s third district is sitting on significant coal deposits and towns like Melcher-Dallas and Lucas used to be coal mining centers.
A lot of work and research still needs to be done to make clean coal a reality. Ed Fallon seems to think that this work should be left to private businesses, not the government. While this free market attitude is nice in theory, it is not based in reality. Without government funding over the past few decades, the United States has lagged far behind in research in solar energy and wind energy. Stripping government funding for clean coal research would be just as disastrous. In the meantime, Fallon would rather have us import oil instead. With an energy policy based on reliance on free markets and importing foreign oil, Fallon seems to want to continue the George Bush-Dick Cheney energy plan. Such a misguided attitude would be disastrous for our country and disastrous for our planet.

It is increasingly unlikely that Ed Fallon will win the Third District Primary as his campaign is both broke and languishing far behind Leonard Boswell in the polls. The question now arises what will professional candidate Ed Fallon run for next? Fallon is a professional candidate at this point (and, thanks to the still open Fallon Loophole, can still make a good living running for office). There are several possibilities for Fallon. The first is running for Mayor of Des Moines against Frank Cownie in 2011. Cownie is a leading environmentalist, which makes him a prime target for Fallon who actively worked to defeat Al Gore in 2000. However, that election is three years away and the Mayor of Des Moines only makes $31,500 a year. Fallon would be much better served continuing his I’M For Iowa gig rather embarking so soon on a campaign for a weak office so far in the future.
Another possibility is Polk County Supervisor. This job pays $93,000, which is more than Ed Fallon has ever lapped up from the public trough in a single year so far. However, Fallon lives in the area represented by John Mauro. Although Mauro’s reputation has been tainted by association with CIETC, Fallon’s ethical lapses in regards for IM for Iowa and his attempts to cover up that misconduct make Mauro look like the second coming of Abraham Lincoln. While Fallon has never showed any fear of entering in races he’s likely to lose, it seems unlikely he’d want to tangle with La Macchina in a district that is almost entirely on the South Side. This is especially true when Fallon is probably the only candidate who Christine Hensley would support a Mauro over.
Fallon could also run for State Senate against Jack Hatch in 2010. Although Hatch endorsed Boswell, he was one of two State Senators to vote against closing the Fallon Loophole and unlike most other elected Democrats in Polk County, he has not been vehemently opposed to Fallon and has even attended a Fallon event or two as a polite observer. However, in Fallon’s political career, loyalty has not been one of Fallon’s most notable traits. He endorsed Nader in 2000, considered running as a third party candidate against Chet Culver in 2006 and refused a pledge to support all Democrats on the ticket in 2002. (One wonders whether Fallon was more conflicted about supporting Tom Harkin or Tom Vilsack.) In that light, stabbing Jack Hatch in the back seems like small potatoes. However, while Hatch’s district includes many places Fallon has represented in the past, a State Senator only makes about $30,000 a year and as a state candidate, Fallon could lose income in the remaining interval if the Legislature actually closes the Fallon Loophole and keeps Fallon from paying himself from campaign contributions. But there is one office Ed Fallon could run for where he would never have to worry about the Iowa Legislature cutting into his earnings.
Chuck Grassley is up for Senate in 2010 and Fallon would make an admirable Democratic nominee. Aside from giving Fallon the chance to earn nearly $170,000, he could pay himself a salary without worrying about any legislation from Rick Olson to cut off the gravy train. It would also be the one office where Fallon would not have to primary an incumbent and would have a chance to receiving the backing of the entire Democratic establishment as Ed Fallon possesses a very rare skill that is essential to running against Grassley. After all, what politician in Iowa has more experience and talent at turning receiving only 25% of the vote into a victory?
No matter what office Ed Fallon runs for in the future, there is one thing for certain. Professional political candidate Ed Fallon will be running for office again.

All signs are positive that Governor Culver will sign the collective bargaining bill that will give public employees the same rights as those in the private sector. Iowa Progress previously commented on this bill before and Culver’s reluctance to sign it-although perhaps displaying the some of the same pique that the post attributes to Chet. What is clear is that the bill is a good piece of legislation that will help all Iowans.
Culver has been a good governor so far and shown notable leadership on issues such as stem cell research. While his equivocation on this issue was less than admirable, what matters is that he is coming down on the right side at the end of the day and will ensure that Iowa’s public employees get a fair deal.

The other day, the Iowa State Senate voted by a margin of 47-2 to close the Fallon Loophole that allows candidates to pay themselves with campaign funds. The issue of candidates paying themselves salaries with campaign funds came to the fore after it was revealed that Fallon paid himself nearly $14,000 in campaign funds after losing his 2006 bid for Governor. While Fallon attacked this initiative as “status quo politics at its worst” and described the bill as a “silly bill.” However, it is no different than legislation passed by Barack Obama in the Illinois State Senate which prevented candidates from paying themselves with campaign funds in that state. While Fallon, after being paid by John Edwards during the caucuses, is now an enthusiastic supporter of Obama, it seems Fallon does not share Obama’s zeal for change in this aspect of campaign finance reform.
It’s also worth noting that the only two Senators who wanted to keep the Fallon Loophole opened were Jack Hatch, who represents Fallon’s former district and has to kowtow to Fallon’s base and Mary Lundby, the former Republican leader in the Senate who openly displayed her contempt for organized labor last year.
There was a time when Ed Fallon would have proud that any campaign finance reform bill passed by a margin of 47-2. Now he calls it silly and displays open disdain for a small step forward for good government and honest politicians. It’s sad that once again, as with I’M For Iowa, Fallon values his own personal gain over campaign finance reform.

As much there was the hope that something would emerge to comment upon, other than Ed Fallon’s continued trawl through the gutters of dishonesty, sleaze and self-aggrandizement, it is disappointing that it is just Fallon’s political tone-deafness. Barney Frank, as the first openly gay man in Congress, has led the effort to pass a bill that would make it illegal to discriminate against someone based on sexual orientation. However, to get the bill passed by the U.S. House of Representatives, Frank had to allow a compromise that removed the ban on discrimination based on gender identity from the bill. As a result, Ed Fallon is outraged about the first gay rights bill in history to be passed by House of Representatives and believes that the first openly gay man in the U.S. Congress is betrayed the cause of gay rights.
In addition, Fallon attacks Leonard Boswell for voting for the bill. Apparently, Boswell’s support for this compromise “calls into question how forcefully he’ll seek full equality for the GLBT community in the future.” In other words, Ed Fallon is attacking Leonard Boswell for being insufficiently pro-transsexual. Apparently, Boswell joining with Barney Frank and Tammy Baldwin to fight discrimination against gays and lesbians wasn’t enough for Ed Fallon. Fallon would rather have no protections instead of a compromise.
Aside from pointing out the Republican negative ads against Fallon write themselves, this shows the fundamental political flaw with Fallon. (Besides, of course, the sleaze and dishonesty). Fallon seems to think that unless something is perfect, it’s wrong. He ignores compromise and bathes the sense of self-righteousness that enables him to believe that his IM For Iowa slush fund is perfectly legitimate and that a clean elections advocate can make up statements from the FEC. If Iowans want a Congressman who values ideological purity over getting things done, they already have Steve King and at least we know where King’s money is coming from.

Ed Fallon has attacked the attempt to close the “Fallon Loophole,” the practice of professional politicians paying themselves salaries with campaign funds, as “status quo politics at its worst.” As laughable as this statement may be, Fallon’s own reprehensible actions show why the legislature must take action.
While Fallon defend paying himself from campaign funds by stating “Most candidates aren’t as fiscally responsible as I am. They finish in the red. I managed to finish in the black,” Fallon was lying at the time. According to an amended campaign finance report filed by his gubernatorial campaign the very same day his quote appeared in the Des Moines Register, Fallon for Governor was $21,225.51 in debt. This debt had been growing since the end of the campaign, mostly fueled by Fallon’s salary, although significant payments were also made to Fallon’s girlfriend, Lynn Heuss and Fallon’s daughter Fionna received smaller payments as well. While Fallon was an advocate for Iowa’s “Mom and Pop businesses” while running for Governor, he never made it clear that he considered his campaign to be one of those businesses.
It is behavior like this that shows why the legislature needs to stop other politicians from following in Ed Fallon’s sleazy footsteps. After all, a ban on this sort of activity was a fundamental part of the ethics reform legislation that Barack Obama passed in Illinois. But unfortunately, the legislature can’t protect everyone from Fallon’s serial profligacy. His campaign has less than $3000 in net assets and a payroll of roughly $40,000 a month and Fallon already has a history of leaving his campaigns deep in debt. If I was a Fallon staffer, I would insist on getting paid in cash.

Although we find it a bit repetitive and dull writing about Ed Fallon, one would think that the Fallon campaign would feel the same way about lying. Unfortunately, Fallon’s now endemic dishonesty was exposed again. A Fallon press release claimed that the FEC had given Fallon a clean bill of ethical health after mounting evidence of Fallon committing campaign finance violations. Unfortunately, the FEC didn’t. According to FEC spokesman George Smaragdis, “no Commission employee made any determination relative to the specific circumstances of any campaign. Only the Commission can make such a determination.” Even prior to the FEC disavowing Fallon’s claims, suspicions were raised due to the fact Fallon never used a direct quote or cited a specific FEC employee by name in his press release.
However, the same Fallon staffer who contacted the FEC, campaign manager Lynn Heuss, was the same Fallon staffer who told the Iowa Campaign and Ethics Board that Fallon was considering a third party bid for Governor, something Fallon immediately denied and claimed was a miscommunication. This comes after earlier this week when Fallon lied about his income from I’m for Iowa. Between that and his false claim of a statement from the FEC, that’s a minimum of two outright Fallon lies this week alone. In fact, there’s even a third lie if you believe Fallon was actually lying about considering a third party run for Governor in 2006, considering that Heuss is Fallon’s current and former campaign manager, former legislative aide, partner in I’M for Iowa and is registered to vote at the same address as Fallon. One presumes that a miscommunication between two people so close on a such a basic question would be rather unlikely.
It’s sad that Fallon, a former clean elections advocate, has sunk so low. When the Iowa House tries to pass a bill to ban candidates from paying themselves (incidentally, one of the election law reforms Barack Obama passed in Illinois), he attacks the Democratic Party leadership as “bought and paid for” and expresses the hope that, unless his favored clean elections legislation passes, Democrats lose their majority in the Iowa House. It seems that Fallon doesn’t just support Ralph Nader anymore, he’s starting to warm towards Chris Rants too.
The shame of it is that Fallon believes everything he’s doing is right. He’s been so caught up in his crusade for Congress, he seems to have lost track of right and wrong. He’s a clean elections advocate who is refusing to disclose donors to his amorphous partnership. He’s a man running on integrity who is brazenly lying. One is reminded of a Greek tragedy, or at least the Alec Guinness character from Bridge on the River Kwai. He’s so caught up and obsessed with his bid for Congress, he thinks no one will notice when he makes up FEC opinions, not even the FEC itself. Imbued with self-righteousness, Fallon seems to think he’s starring in Mr. Smith Goes To Washington when he’s merely playing the title role in Billy Liar.

David Yepsen was singing the praises of Chet Culver today for undermining efforts to allow teachers and other public employees the same rights as private sector employees. Apparently if this happens, there’s a chance that teachers may negotiate for smaller class sizes as part of collective bargaining and why would any Iowa school want smaller class sizes? Except, of course, that there is a definitive link between class size and academic performance among students. Yepsen also brings up the scary fact that the collective bargaining bill would mean more binding arbitration which Yepsen is sure means higher costs to government. However, Ed Tibbets in an exhaustive piece for the Quad City Times shows that binding arbitration only happens rarely. In fact, it only occurs in 1% of all contract disputes in Iowa. In fact, binding arbitration may work against teachers and other public employees union. While opponents of the bills claim that in arbitration cases involving school districts, teachers prevail against management 57% of the time (although includes a mere 63 cases that occurred over the past 5 years), the Quad City Times’ review of arbitration cases in Scott County shows the contrary and management prevailing over public employees almost 60% of the time.
However, this isn’t stopping the fearmongering. Far-right organizations like Iowans for Tax Relief are claiming (without any data to back up their claims, of course) this could lead to disastrous rises in property taxes, leading Iowa to become more like such states as Maryland, Kansas and Maine and less like such states as Alabama, Arkansas and New Mexico (which incidentally not only have the lowest property taxes in the nation but rank in the bottom for household income, percentage of those living in poverty, employment and just about every other indicator of economic and social health available). So why is Chet going against fairness for teachers and other public employees (along with virtually every Democrat in the legislature) to bathe in the good graces of Iowans for Tax Relief and David Yepsen?
One assumes this is political posturing, designed to strengthen Culver’s hand in his dealings with the legislature. After all, as the Sioux City Journal notes “Culver raised no objections with the substance of the bill, just the process by which it passed. Spokesman Brad Anderson said Culver was ‘not pleased’ that he wasn’t notified earlier, and felt the public should have been included in the debate.” This isn’t politics, it’s personal pique.
As a result, Culver’s annoyance with Mike Gronstal and Pat Murphy, he’s fanned the flames of this issue in a way that has energized Republicans and hurt working people. Iowa Democrats have waited 40 years to pass progressive legislation and for Culver to show such pettiness by standing in the way is disgraceful and sullies an otherwise admirable record as Governor. As Jack Kibbie notes, one imagines that Culver will support the collective bargaining bill “because of his future. He’s running on the Democratic ticket, I presume.” But if Culver continues to stand against guaranteeing public employees the same rights as their private sector counterparts, he’ll be as good a fit on the Republican ticket as on the Democratic one.

According to a giant nationwide poll conducted by Survey USA, both Hillary Clinton and Barack Obama would beat John McCain in a general election but only Obama would win Iowa. The poll consisted of separate statewide polls that gave Obama a win based on a strong performance west of the Mississippi River while Clinton’s win was based on strength in winning big states like Pennsylvania and Florida despite losing some of the smaller states that the poll thought Obama could win.
However, in Iowa, the poll shows Obama trouncing McCain by 50-41 while Clinton loses 46-41. Obama outperforms Clinton in almost every category in Iowa, save Hispanic voters, and even wins traditionally Republican Northwest Iowa. In fact, the poll shows Obama not just winning Northwest Iowa but winning North Dakota and turning Iowa’s western neighbors, South Dakota and Nebraska into swing states.
Now, this is just a poll taken 8 months before a general election and there still is a lot of campaigning to be done and any general election numbers have to be taken with a grain of salt. But what the poll clearly shows is that Barack Obama has a distinct strength in the Great Plains, putting states into play for the Democrats that, with the exception of 1964, have been consistently Republican since the end of the New Deal. And this Great Plains region includes Western Iowa.
If this poll holds up, it seems clear that with Barack Obama and Tom Harkin on the ticket, Iowa Democrats have the potential to have an better year than 2006 and stand a decent chance at picking up the 4th Congressional District seat. This is not to say that Hillary as the nominee would be a disaster. But, in Iowa, the numbers seem to indicate that Obama has the best coattails for congressional and legislative candidates and the chance to even realign Iowa politics by weakening the Republican hold on Western Iowa.

John Deeth has a rather exhaustive rundown of what candidates have filed for state and federal office this year in Iowa but it’s worth noting two interesting trends that have emerged so far and what ramifications this might have for the 2008 election.
The first is that three Democratic candidates have filed in the primary for House District 13. This is an open seat consisting almost entirely of Mason City and is heavily Democratic leaning, although it is currently held by Republican State Representative Bill Schickel who is not seeking re-election. The prospect of a heated Democratic Primary for this seat should pump up turnout which will have a big effect on the competitive Democratic primary for Iowa’s 4th congressional district. In 2006, where there was a competitive statewide primary but no competitive local primaries, turnout in Cerro Gordo made up about 7.5% of Democratic voters in the 4th district. However, with the competitive State House primary this year as well, it should lead to a disproportionate increase in turnout in Cerro Gordo County. This means that Mason City, which is the second largest municipality that is entirely in the 4th Congressional District, becomes even more important in the primary. This probably benefits the candidacy of Kurt Meyer the most as he comes from neighboring Mitchell County and is already seen as one of the more credible candidates in the race.
The second is that Democratic challengers have already filed in two State House seats that weren’t contested in 2006 or 2004 for that matter. James Van Bruggen has filed in ultra-conservative House District 4 which consists of Lyon County and part of Sioux County. The district is currently represented by incumbent Republican Dwayne Alons. While the district represents what is perhaps one of the most Republican state legislative seats in the country, let alone Iowa, (Chet Culver lost the district by a margin of almost 6 to 1) two slim slivers of hope for Van Bruggen are that Alons may be complacent as he has never faced an opponent in a general election in ten years in the legislature and has made some terribly embarrassing statements in recent years as well. In fact, Iowa Progress has commented numerous times on Alons’s frequent inane statements. These include claiming that the ancient Maya were a race of giants due to warmer temperatures and that the invention of air conditioning means that global warming is not a problem.
The other challenger is Ron Rossman, an organic farmer from outside Harlan, Iowa, who is running against Jack Drake in House District 57 which consists of Shelby County, most of Cass County and a thin slice of Pottawatomie County. It is a much less one-sided district than House District 4, Culver only lost the district by a 60-40 in 2006. However, if the race is solely about local issues, Rossman has a chance. While Drake is from the small sliver of Pottawatomie County that is in the district, Rossman hails from Shelby County which makes up over 40% of the district. If Rossman has a strong local base to build from, he has the capacity to run a competitive race.
Although neither of these seats are likely Democratic gains, it shows that Democrats may have a chance at running a candidate in close to every seat this year. In 2006, 19 House Republicans went unopposed, although few were in competitive districts. One of those House Republicans who went unopposed was Mary Lou Freeman. Freeman was a long time incumbent Republican from a safe district in Northwest Iowa. However, Freeman died two months before Election Day. If there had been a Democrat who had filed, the Democrat would have won automatically. Instead, the seat was declared vacant and in the special election that followed, the Republican candidate won handily, easily defeating his Democratic opponent who was a 21 year old college student.
The other benefit of running candidates in every seat is that it builds up party organization in areas that had previous been ceded to Republicans and helps build a stronger base of Democratic activists and to turn out more Democratic voters. In a year that seems to be trending Democratic so far, this could yield a surprise or two on Election Day.
