In 1996 a recently elected state representative from Central Iowa sought out the land deal of the decade. What did he get? He made over $50,000 from scamming an elderly woman in Las Vegas, with the help of a local attorney (who would subsequently be disbarred), setting the stage for the biggest scandal in Central Iowa politics this side of CIETC.
Representative Danny Carroll of Grinnell is the Republican Speaker Pro Tem of the Iowa House. He was elected to the Iowa House in 1994 and was elected Speaker Pro Tem in 2003. Carroll is owner of the “Carroll Pumpkin Farm” and is a lobbyist with Iowa Telecom. An extreme social conservative, he has campaigned with GOP presidential hopefuls such as Senator Sam Brownback, Governor Haley Barbour, Senator John McCain, Governor Mitt Romney, and former House Majority Leader Newt Gingrich.
The mention of Gingrich is especially pertinent. With Democrats poised to take back the U.S. House and end the Gingrich-led Republican Revolution, the following tale of abuse of power and exploitation demonstrates that the GOP “culture of corruption” has clearly found its way into local Iowa politics, namely through Danny Carroll.
In 1999, Grinnell attorney Brian Bisbee was disbarred by the Iowa Supreme Court for “seriously violat(ing) his ethical responsibility as (a) lawyer.” Bisbee was representing Cora Creamer in the sale of her property to Representative Danny Carroll. Mrs. Creamer was an elderly widow who had fallen behind in her bills. She owed approximately $7,900 in back fees and taxes on her property and she wanted to sell her home. Typical practice is for a person to sell their home and subtract the liens and back taxes from the sale price at closing. What Bisbee didn’t disclose was that he was also participating in the transaction financially by working closely with Representative Carroll who was providing the financing for the deal. In the disbarment proceeding, an unnamed Grinnell realtor is mentioned. The Iowa Progress team has recently uncovered property records that decisively prove that Representative Carroll was the person behind the financing of the transaction as well as the holder of the deed & title.
Essentially, Bisbee & Carroll took a 50% interest in Mrs. Creamer’s Las Vegas home as payment for settling the liens and back taxes on the property.
They did not disclose to Mrs. Creamer that she only owed $7,900. The 50% interest in the home would amount to approximately $50,000. This placed Bisbee in the incredibly unethical position of both representing the interests of the seller and the buyer who was working behind the scenes to finish the deal - Danny Carroll. Now, the rules relating to real estate professionals in Iowa operating out of state are shady, but for lawyers they are very clear. According to the Supreme Court opinion:
“Nothing in the record before us suggests that Bisbee disclosed to his client that the proposed financial arrangement was more advantageous for him than for her. Given this obvious conflict, it became Bisbee’s burden to establish that his transaction with Creamer was fair and equitable.”
Representative Danny Carroll participated in the scamming of a poor elderly woman for his, and Bisbee’s, own financial gain. This is what the Supreme Court said of Bisbee’s conduct:
“Bisbee’s financial entanglement with Creamer […] was costly to her. Moreover, his failure to cooperate in these proceedings has impeded the administration of justice and reflects poorly on his fitness to practice law. His disregard for his client’s interests, as well as those of the profession, demands a lengthy suspension.”
Bisbee was disbarred in 1999, but because he declined to name his partner in crime directly, Carroll largely got off the hook — though not completely: after Bisbee’s disbarment, Carroll “voluntarily” retired from Ramsey-Weeks, the Grinnell real estate firm where he had been employed. I called up Bisbee yesterday who now runs an evangelical shelter in Missouri, to see if he’d answer any questions about his relationship with Carroll. He politely declined. Remember folks, this was a sitting state representative who had also served as a County Supervisor for many years prior. He participated in a deal that “impeded the administration of justice” and bilked a poor older woman of around $50,000. This is the same Representative Danny Carroll who says he values seniors.
But talk is cheap. And unfortunately, it seems Danny Carroll doesn’t put his money where his mouth is.

Today’s onslaught of autocalls and mailings proves it conclusively: Desperate Danny is in all-out attack mode. Automated phone calls paid for by the the Danny Carroll committee have been falsely claiming to voters that Eric Palmer has failed to pay his property taxes in Oskaloosa, and mailings paid for by the Republican Party of Iowa are making the same claim. They cite an office called the “Mahaska County Recorder of Deeds Office” — an office that, to the best of our knowledge, does not exist at all — for their proof.
It is the Mahaska County Treasurer’s office that handles property taxes, and their records clearly prove that Eric Palmer has paid every tax that he has been asked to pay. In a campaign press release, Eric’s response is quoted as follows:
For the record, I resent the implication that I have failed to pay property taxes in the community where I grew up, went to school, and raise my children… I’m a tax-paying member of this community who runs a business on the square downtown in Oskaloosa. I have copies of the property tax records from the Mahaska County Treasurer if there is any question. If Speaker Rants and Representative Carroll want to come back from Des Moines and personally show the people of House District 75 the documents showing otherwise I would welcome their visit.
It is very important that we make clear that there are absolutely no grounds for the claims made in the mailing and the autocall that Eric hasn’t paid his taxes. The Speaker Pro Tem of the Iowa House knows this is his only shot. He is so desperate to win that at this point he is willing to open himself to charges of libel. But the Republican smear machine remains a force to be reckoned with, even if they have nothing but lies to spread. That’s why Eric needs your money now more than ever.

In the past couple days pretty much all anyone is talking about are the candidates’ reports filed yesterday on money raised and spent. The reports are available on the IECDB website.
If you want a good summary, see what Chris Woods over at Political Forecast has to say. He has a good post exclusively on the gubernatorial race, where Culver has out-fundraised Nussle by $200,000. It is certainly interesting to see who’s been donating, including a selection of presidential hopefuls.

Clearly it isn’t great news to see that Carroll has more money than Palmer at this point in the game, and Palmer certainly could’ve used the money from Warner’s PAC. However, I also know that Palmer has been working tirelessly on this campaign, and it seems impossible that someone could meet both the candidates and not come away with a better impression of Eric.

A big thanks to Chris over at Political Forecast for highlighting our favorite candidate Eric Palmer’s new television ad. In 1992 they used to say that a vote for Clinton was a 2 for 1 deal. I’d say that this year a vote for Palmer is a 6 for 1 deal. Heck, they may be young, but I think those kids know more about what Iowa needs than Danny Carroll.
I can imagine Danny’s negative response ads already.

Mark Warner’s PAC, Forward Together, is holding an online vote to determine which Iowa legislature candidates it will give $5000 (House) or $6500 (Senate). It’s a great perk that presidential hopefuls do this sort of thing in Iowa, since that amount of money really makes a huge difference in a state race.
Please cast your vote for Eric Palmer now.
Eric Palmer is challenging extremist conservative Danny Carroll, who he came painfully close to unseating in ‘04. Carroll has had the benefit of visits from conservative fundraising powerhouses John “I’m a panderer not a uniter” McCain, Sam “I hate evolution” Brownback, Haley “I hate Jews and Blacks” Barbour, and Newt “My conservatism doesn’t need explaining” Gingrich. He’s also received a ton of money from convicted felon Thomas Grabinski.
Just to remind you a little more why Eric Palmer deserves your vote (as if you haven’t heard our spiel before), Carroll is also known for his attempts to suppress Grinnell College students’ votes and his outlandish ideas about gay marriage.

Tuesday, Danny Carroll is hosting a fundraiser in a private room on Grinnell College’s campus with John McCain. It’s no secret that McCain has run to the right (Exhibit A), but he has never quite been the hero everyone thinks he is (Exhibit B).
But for anyone who is still attached to the idea of John McCain the “straight-talker” (and the “straight talk” motif kind of outlives its purpose when the attribution is plastered all over his PAC web site, straighttalkamerica.com), know that the candidate he’s shilling for is very much not a straight talker. Here are some of the very un-straight claims Danny Carroll has made:
- Grinnell College students should not have the right to vote for their state representative (in this 2004 mailing).
- Gay marriage is a bad idea because it would allow two men to marry for business reasons (in the 2004 Grinnell College SCIPE-sponsored debate).
- He was the reason why Newton — about 15 minutes away from his house district — got its new speedway and stadium (in the 2006 “Carroll Chronicle”, which Danny sent out in the newspaper in Oskaloosa and Grinnell).
John McCain became popular when he ran against George W. Bush, because he was the Republican everyone wanted to win the primary. Then Bush smeared him, and McCain fell into line. Now it’s McCain’s turn to be front-runner, and he won’t be outflanked (or out-Roved) by anyone this time. For a campaign based on “straight talk,” he seems to spend a little too much time raising money for people like Danny Carroll.
Of course, this means Eric Palmer could use your money now more than ever.

Danny “I’m not that fond of democracy or gays” Carroll and the Repugs are at it again. Apparently someone has commissioned a push poll targeting the Democratic candidate for Danny’s seat, Eric Palmer. Since I definitely couldn’t say it any better, here’s the LTE in it’s entirety:
Last night I received a telephone “survey” regarding elections. The survey must have been commissioned by a Republican Party organization, the Danny Carroll campaign (House District 75) or the Jim Nussle campaign.
Toward the end of the survey, the caller said that she would “give [me] some information” and then asked me if that information changed my feelings about my vote in the race for House District 75. Each piece of information portrayed Democratic candidate Eric Palmer in a negative light.
One of the “negative” comments the caller made about Eric Palmer was that he has served as a criminal defense lawyer. The organization behind this survey, and everyone involved in it, should be ashamed. In our democracy, people are presumed innocent until proven guilty. And in our democracy, even those who are eventually found guilty are entitled to legal representation.
Such representation exists to prevent the abuse of government power. We need only look at the world around us to see what happens when citizens are not entitled to protection within the legal systems in their countries.
Democracy is a fragile thing. “Surveys” such as this erode it. By criticizing Eric Palmer for providing criminal defense services, the sponsors of this survey demonstrate that they are willing to chip away at our precious democracy for the sake of potential political gain.

We’ve already seen reports of this kind of dirty politics in other races, but it’s really a shame to see it so close to home. You may remember that last election season Danny’s constituents received a mailing calling Grinnell College students “1,000 east-coast liberal kids” and implying that we don’t deserve to vote. Danny claimed not to have known about that slanderous mailing. Well, if Danny really wants to show he’s above this chicanery, he should openly denounce such tactics (and call off his henchmen). But I guess an issues-based campaign would be scary for him.

Tonight, the Grinnell Campus Democrats met, and here’s what we discussed:
- We’ll be holding satellite voting for the primaries 28 April. We’re postering campus with issue grids for the gubernatorial candidates, and, if possible, democratic candidates for other offices.
- We’re also coordinating volunteer opportunities from the campaigns. We passed around signup sheets for volunteers that we’ll forward on to our contacts with the campaigns.
- Campaigns are probably going to make stops on campus before our primaries. We’ve heard back from both Blouin and Fallon, and we expect to hear from Culver, too. It looks like Blouin will probably come on the evening of the 23rd.
- Our blog (this site) is doing well, with a lot of visits every day. The Fallon and Blouin campaigns have agreed to do interviews. We might get promotional materials.
- We have a lot of volunteer opportunities. In particular, Eric Palmer’s new campaign manager (who seems impressive) is already looking for interns and volunteers for the summer. (We already passed around the signup sheet.) Danny Carroll, his opponent, likes to think that we’re hippy “East Coast Liberals” who are all pinko activists. Let’s show him.
- We’ll be hosting a GOTV workshop to make sure that we’re a well trained force for the party during this election season. The date of it hasn’t been determined.
- We passed around a signup sheet for students who will be around during the summer doing other things. We’ll use the list to random requests for volunteers when extra people are needed. And maybe for parties.
- The administration might let us install a “Student Activism Center” in the new campus center. There are planning meetings for the next two nights: 10:20PM in the Coffeehouse on Wednesday; 7PM in the North Lounge on Thursday.
- And, finally, it looks like the father of a current student is running for governor of South Dakota. We may have some opportunities to help that campaign, too.

According to the Waterloo Cedar-Falls Courier, this week doubleplusconservative Focus on the Family ran ads in Iowa newspapers claiming that Senate Democrats are preventing Iowans from voting on a constitutional amendment banning gay marriage. The bill is currently deadlocked in committee. In typical Republican fashion, the ad didn’t have much to do with reality (coughcoughdannycarrollcoughcough):
Appearing under the headline, “Iraqis Have the Right to Vote, Why Don’t Iowans?” an ad in Monday’s Des Moines Register took aim at Gronstal, of Council Bluffs.
When it comes to marriage, the people of Iowa should be seen and not heard,” the ad reads. “At least that’s the way Sen. Mike Gronstal would have it, as he refuses to let the people of Iowa vote on the Iowa Marriage Amendment.”
The ad includes a black-and-white photo, apparently of an Iraqi woman, holding up a single, ink-stained index finger. The finger, which appears in color, has become synonymous with Iraqi suffrage.
To update an earlier post on the topic, an amendment to the Iowa constitution would have to be approved by 2 consecutive general assemblies and then go on the ballot in the next statewide election.

The Quad City Times has the story that the House voted to ban TouchPlay 80-18:
Rep. Danny Carroll, R-Grinnell, who led TouchPlay opposition during the House debate, said the ban was a critical vote for lawmakers.
He said it demonstrates “the will of the Legislature and, more importantly, the people of Iowa that we do not want an expansion of gambling in this state.”
“This is not the Iowa that we envisioned,” he added.
Well, at least Danny Carroll knows he needs his name in print as much as possible if he’s going to survive another election campaign. The story also mentions another measure before the House right now to extend the deadline for removing the slot machines until September 1. Time for a five-month TouchPlay binge!
And in case you’re wondering what’s next, Tom Vilsack has to decide if he’ll sign it. He previously said he’d sign what the legislature sends him, so things are looking good for Iowa casinos and bad for that back wall at Kum & Go right by the bathroom.
